Guilty MEC pays back travel funds

Eastern Cape MEC for sports, recreation, arts and culture Pemmy Majodina, who two months ago was found guilty of misappropriation of state funds by the public protector, has paid back the money.

Majodina, pictured, was given R15000 more than the normal subsistence and travel allowance for her trip to New York.

At the time, Majodina was social development and special programmes MEC.

The department gave her an amount totalling more than R18000 for her trip in September 2012. But apparently she qualified for a lesser amount.

The COPE reported this to the public protector.

Public Protector Thuli Madonsela investigated the matter and found Majodina guilty.

In her report, titled "Permitted Benefits", Madonsela called for Eastern Cape premier Phumulo Masualle to take disciplinary action against Majodina.

Yesterday, spokeswoman for the Eastern Cape government Nomfanelo Kota confirmed R15000 had been paid by Majodina to the social development and special programmes department. She said the money was paid on April 20.

In early April, Madonsela's report said Majodina had been accused of demanding an additional R15000 as part of her trip.

She said what Majodina had done was "improper or unlawful enrichment".

Apparently, the department had prepared Majodina an allowance of R3711.25 per day to cover food and other incidentals.

Majodina apparently told Madonsela she was entitled to the money and that she had not submitted receipts or returned the money because she understood the money to have been for subsistence and travel, not an advance requiring justification through receipts.

Majodina paid the money as soon as she found out that she had been overpaid.
