Social grants crisis was 'self-created'‚ says former DG Zane Dangor

The social grants crisis was “self-created” in order to allow the controversial contract with Cash Paymaster Services (CPS) to continue‚ according to the former director-general of the Department of Social Development.

Former social development DG Zane Dangor made these claims in an affidavit submitted to the Constitutional Court on Monday‚ Business Day reported.

Dangor resigned from his job at the height of the social grants debacle‚ citing a breakdown in the relationship between him and Social Development Minister Bathabile Dlamini.

The affidavit backs up claims made by CE Thokozani Magwaza‚ the CEO of the SA Social Security Agency (Sassa)‚ to the Constitutional Court.

Dangor confirmed Magwaza’s assertion that Dlamini had taken over the process to establish whether it was feasible for Sassa to distribute social grants. Dangor said there was a parallel process‚ reporting directly to Dlamini.

Dlamini‚ on the other hand‚ has blamed Sassa officials‚ including Magwaza‚ for not keeping her informed.

The Constitutional Court had ruled that a previous CPS contract was illegal‚ but last month extended the contract after Sassa had failed to take over the distribution of social grants.
